When exporting a summary that contains bullet points, these are not exported and just wind up missing. If there was nothing but bullet points in the summary, the summary is exported empty.

Are you exporting the summaries as Word files by chance? 
If so, that's a known issue with Word exports as they don't support lists (yet) - because exporting Lists to Word is very complicated compared to the other formats. There's also a warning about certain features not working when "Word" is selected as the format.
The workaround for now is to export as HTML, and export that file with Word instead.
