When the chat option dialog is open, the dialog window does not scroll if the mouse pointer is inside any of the dialog area (even its internal background). It scrolls only when the overall window scrolls (i.e., when the mouse pointer is in the screen area outside the dialog)

Repro:
  • Open any chat prompt that has a large set of options
  • Open the chat settings dialog
  • Use scroll wheel inside dialog: dialog does not scroll
  • Use scroll wheel outside dialog: dialog scrolls
Expected result:
  • Dialog should scroll inside or outside dialog, perhaps except for scrollable text areas within the dialog that might consume scroll events first
