Scene summaries not included in the workshop chat context

My trial is about to expire, so I'm new to this. I think I'm using the workshop chat -- the chat that is not started by clicking "Chat with scene." No matter what context I set at the bottom, Full outline or pick a scene, the AI has no clue at all what I'm talking about when I refer to a scene or chapter. I have resorted to copying the full chapter scene summaries before asking for any assistance. It's the only way to get reliable answers. Is there anything I can do differently? I've attached two examples. Both of these were done with Llama 3 70b-instruct.

Here's another example, this time using a brand new chat session and Claude 3 Haiku since other people say it works perfectly. It picked scene 2 from that chapter instead of scene 4 that I had indicated at the bottom of that chat.

I tried to ask a different way. The prompt simply has no idea what context is selected at the bottom.

What I do now is copy outline/summaries the chapter I'm working on. Then in the workshop chat, I'll start by asking it to read the contents below before pasting in the chapter scene summaries from the clipboard. I learned from the Nerdy Novelist to always tell it to reply done to avoid a long output you didn't want.

I forgot to show that full outline is selected in the second picture.
